19 Next steps

19.1 Consultation on the Scoping Report

19.1.1 In order to canvass views on the framework and evidence base presented in this report, the report will be subject to a five week consultation period (in line with the relevant regulations308 ). In particular, we would welcome views on:

  • The proposed framework for undertaking the appraisal of the Core Strategy and other DPDs, i.e. the appropriateness of the 4 spatial areas and the 11 topics proposed as the basis for appraisal

  • The evidence base presented in the report; in particular, please let us know if you know of any baseline information not referred to which might be useful in identifying and evaluating the impacts of the Core Strategy and other DPDs

  • The proposed methodology, evidence base and scope for undertaking the HRA / AA as contained in the European sites chapter.

19.1.3 Following consultation, this report will be amended to take into account the comments received and published as a final report.

19.2 SA of the Core Strategy and other DPDs

19.2.1 The framework and evidence base presented in the final Scoping Report will provide the basis for undertaking the SA of the Core Strategy and other DPDs. Other evidence (e.g. from studies undertaken by the Council) will also be drawn on where appropriate. However, Harlow District Council will have to update the Scoping Report at the appropriate time for subsequent DPDs and therefore undertake further consultation with the statutory consultees and others as appropriate.

19.2.2 In order to complete the appraisal, for each spatial area and topic we will ask:

  • What will be the situation with the plan?

  • How can we mitigate / enhance effects (Scott Wilson’s recommendations to the Council)?

  • How can we best monitor the plan’s impacts?

19.2.3 In this way, the Core Strategy and other DPDs will be comprehensively analysed in terms of their effects on different parts of Harlow and the full range of sustainability issues.
