Reference to the potential expansion areas included within the Gibberd Masterplan should be made.
It is encouraging that the Gibberd Masterplan is key throughout the Harlow Design Guide and that the principles of the Gibberd Vision are carried forward within this Design SPD. The Gibberd Masterplan is an important historical framework on which all new developments should be based to ensure that new development is in keeping with existing. It is considered that the Gibberd Masterplan is key in the consideration for potential urban extension areas of growth. It is important that this theme is incorporated within all policy documents such as the emerging Core Strategy and the Site Allocations DPD. The Gibberd Masterplan is clear in relation to identifying areas of potential expansion including to the west of Harlow. It is considered for consistency purposes, that reference to potential Gibberd expansion areas should be made. Reference is made in paragraph 2.3.2 of the Harlow Design Guide SPD to the fact that this guide applies to all development including new urban extensions. These urban extensions will be located outside of the administrative boundary of Harlow due to Harlow's tightly drawn boundary and therefore it is important for this SPD to influence the design and location of these extension areas at this stage.

Harlow should be a place which is accessible and available to all so that the whole community can enjoy and be excited by it. Reference to accessibility should not be left until half way through the Guide at 4.3.9 in reference to Neighbourhood centres only.
