Harlow should address its economic problems within the District Council boundary. There is no guarantee that the provision of large-scale housing would solve the problem.
The summary of issues and challenges in paragraphs 2.39 and 2.40 is noted. From the evidence base it would appear that the basic problems of the town stem from its weak economic structure and performance. There is no guarantee, however, that this would be solved by the provision of housing at the scale suggested in the Local Plan. The key employment sites indicated in the document are within the district boundaries, and the policies include the designation of an Enterprise Zone, and the opportunity site at London Road. In the view of SHN, the provision of employment and business space at these sites should be the priority.
From the evidence provided at the East Herts District Plan Examination, it would appear that the development areas to the north of Harlow would be primarily for housing, in a series of seven "villages". In its representations, SHN has commented that about an imbalance in these areas, between the high levels of housing and low levels of employment.

Wording revisions recommended to reflect the context of future travel requirements more fully, beyond public transport (although the first extra word suggested is descriptive in nature, the latter wording addition is necessary to describe the full extent of transport investments required).
