The Core Strategy is based on Harlow District Council's belief that growth around the level of 16000 homes and 8000 jobs will help provide the critical mass for regeneration. The vision should be based on much more modest increases and recognise the difficulties of creating so many jobs.

Land north of Gilden Way inappropriate for development, as it would - overlook and spoil Old Harlow's attractive environment, including Harlowbury, The Forebury, and the Gibberd Garden - create unacceptable additional traffic congestion - cause drainage problems and flood risks - cover valuable farm land - encroach on an important archaeological site.
