Question 2
Representation ID: 5708
Received: 28/01/2011
Respondent: Harlow Area Access Group
2.31 and 2.9 fails to address absence of Wheelchair Housing provision - a proportion of all new dwellings, across all tenures, should be built to recognise wheelchair housing spec, e.g. Habinteg or Thorpe - the specified proportion should reflect the current under-provision in the existing housing stock and the outcomes of latest Housing Needs Survey, e.g. 5% of all new dwellings in any development over 12 units should meet wheelchair housing standards.
Also there is insufficient emphasis on the need for all new dwellings to meet Lifetime Homes criteria as a fundamental for achieving the desired levels of social sustainability in our community.
2.12.2 - should be reference for 'inclusive play' facilities in all types of play areas.
2.8.3. - Gibberd principles should also reflect current social policies e.g. social sustainability within a diverse community.
2.2.4 - should address the need for safe walking route and the consequent need to effectively segregate all walking and cycle routes that are provided on shared surfaces.
2.2.3. - Needs to highlight, as a core principle, the adoption of inclusive design as an essential element in achieving comprehensive social inclusion.
Core strategy should address the needs of vulnerable pedestrians and the needs to eliminate unnecessary street clutter, particularly the removal of all 'A' Boards from the public domain.
